Board members of the Personal Accounts Delivery Authority (PADA) could have received up to £720,000 in the 2009/2010 financial year.
Its annual report revealed chief executive Tim Jones took home between £235,000 and £240,000 over the year.
Business delivery director Simon Richards was paid between £200,000 and £205,000 while managing director of scheme development Helen Dean received a salary of £105,000- £110,000.
Deputy chairman Jeannie Drake was paid between £85,000 and £90,000 during the period. She will now step down from PADA's successor the NEST Corporation following her appointment as a Labour Peer.
Non-executive board members - Paul Hewitt, Chris Willford and Alison Wright - each received between £20,000- £25,000 for their services during the year.
The new Government is currently conducting a three month review into auto-enrolment and NEST.
