'Older' people

The FSCS say “there is a question about the capability of older individuals to understand the implications of the decisions that they might/might not take”. Will they qualify "older"? Older than whom? By definition, a person of retirement age is older than the bulk (just) of the population. Does that mean that someone of, say, 60 is less 'canny' than a 40 yr old? - I think not!
